What Is EN 1090?

In simple terms, EN 1090 controls how structural steel and aluminium components are manufactured, assessed, and legally placed on the market.

EN 1090 is a European standard that sets the requirements for the design, manufacture, and conformity assessment of structural steel and aluminium components used in construction.

It ensures that fabricated metalwork:

Is manufactured under controlled conditions

Is safe, traceable, and legally compliant

Under EN 1090, manufacturers must demonstrate conformity and apply the appropriate CE or UKCA marking, certifying compliance with construction product regulations.

Since 1 July 2014, EN 1090 compliance has been mandatory for structural metal products placed on the European market. The standard remains applicable in the UK, with updated conformity marking requirements following Brexit.

What Is EN 1090-1:2009+A1:2011?

If you manufacture structural steel or aluminium components, you must comply with BS EN 1090-1.

BS EN 1090-1 specifies the requirements for conformity assessment and factory production control (FPC) for steel and aluminium structures. It defines:

Compliance with BS EN 1090-1 is a legal requirement for CE or UKCA marking of structural components.

Structure of EN 1090 Standards

EN 1090 consists of three interrelated parts:

EN 1090-1

Assessment and verification of constancy of performance (CE / UKCA marking)

Technical requirements for the manufacture and assembly of steel structures

EN 1090-3

Technical requirements for the manufacture and assembly of aluminium structures

If you are CE or UKCA marking structural components, compliance with EN 1090-1 and the relevant Parts 2 and/or 3 is required, depending on the materials used.

Who Enforces EN 1090?

Because EN 1090 is a legal requirement, enforcement action applies where compliance is not achieved.

In the UK, EN 1090 compliance is enforced under the Construction Products Regulations (CPR) 2013 and overseen by Trading Standards.

Non-compliance is a criminal offence and may result in:

  • Up to 3 months’ imprisonment, and/or
  • A fine of up to £5,000 on summary conviction

This enforcement applies to manufacturers, importers, and distributors placing non-compliant structural products on the market.

Who Is Affected by EN 1090?

Manufacturer Responsibilities

If you manufacture structural steel or aluminium products sold in the UK or European Economic Area (EEA), you are legally required to apply the appropriate conformity marking.

Each product supplied must be accompanied by:

Evidence of compliant factory production control

EN 1090 places legal obligations on manufacturers, distributors, and importers of construction products.

EN 1090 & the UK Market – Post-Brexit Changes

Following the UK’s exit from the EU:

EU legislation still applies to organisations manufacturing or exporting steel and aluminium structures into the EU

Businesses selling only within the UK must apply UKCA marking instead of CE marking

CE marking remains valid for products exported to the EU, provided all EU requirements are met

Important Note

If products intended for the EU were assessed by a UK-based notified body, they must:

Be reassessed by an EU-recognised notified body, or

Have documentation formally transferred

If this is not possible, products must be re-marked with the details of the EU-recognised body.
